Carlos B. McCloud is a practical planner with twenty-seven (27) years’ experience in city-county, state, and federal government. Mr. McCloud joined the Federal Highway Administration (FHWA) Louisiana Division in 2017 and the Office of Operations-Transportation Management program office in 2022. Prior to his service with FHWA, he worked for four (4) years with the Tennessee Department of Transportation (TDOT), eight (8) years with the Memphis Metropolitan Planning Organization (MPO), and eight (8) years as a land use planner with Memphis and Shelby County’s Division of Planning and Development, providing recommendations and guidance on land use and transportation development proposals. He graduated from Grambling State University in 1995 with a Master of Science degree in Public Administration specializing in State and Local Government.
