In March 2024, Carly Swanson was named Director of Innovative Delivery at the NC Department of Transportation’s Turnpike Authority. She works with communities to explore public-private partnerships and alternative delivery methods to accelerate infrastructure projects. With nearly a decade of experience in transportation, Swanson has played a key role in advancing major infrastructure projects across N.C. Her first role at NCDOT was to help bring the state’s first P3 and managed lanes project—the I-77 North Express Lanes—to completion and open to traffic. Swanson also previously led NCDOT’s Communications Office, managing statewide outreach and earning AASHTO’s PR Professional of the Year award. She holds bachelor’s and master’s degrees from NC State University.
