John-Paul holds a bachelor’s degree in Business Administration from Bryant University and a Master’s degree in Public Administration from the University of Rhode Island. He has spent over 18 years in state service, with the first half of his career in the Legislative branch and second half with the Executive branch. His previous roles include fiscal and policy analyst, financial officer, program manager, and now, serves as the Associate Director at RIDOT.

John-Paul leads the Department’s efforts for electric vehicle infrastructure programming and serves as the Administrator of the Truck Tolling program.  He lives in Coventry, RI with his wife and 2 daughters, and currently serves his community as Vice-President of the Town Council.
