Judith Villegas is an Intelligent Transportation Systems (ITS) Manager with several years of construction project management experience at Tampa Hillsborough Expressway Authority (THEA). With her electrical engineering background, Judith looks for innovative ways to integrate technology for safety and efficiency improvements in every project. As ITS Manager, Judith has been working on building a regional transportation management center at THEA that complements the efforts of surrounding agencies while enhancing the user experience for the Selmon Expressway customers.
